Changes to setup.xml file not applying

Hi all. We have a number of BrightSign units and we have just put up a new XD1032 unit.  It was configured with some wrong details and this needs to be corrected.  I downloaded the setup.xml file, changed the details for the three area (listed below) and then renamed the old setup file, uploaded the new one and gave the unit a reboot.  My problem is that non of the changes are applying 

unitName

unitDescription

timezone

I know I also have issues with some of the other units with the timezone etc and would like to fix these.  

Any idea as to what I am doing wrong?
