elo events in csv

I am wanting to try the USB mouse to trigger MPEGs in a .csv. In the EVENTS column, I see elo:xxx:xxx:xxx:xxx (x=numbers/coordinates)
What do these numbers represent and how do I use them to tell the cursor where to be able to click to start each MPEG?

I am using Photoshop Elements and I have the X: Y: and W: H: showing but I need to know where to enter these coordinates to have a dedicated "trigger" area. Thank you!

    This is what each number represents:



    elo:starting-x:starting-y:width:height



    For example:

    elo:0:0:300:100



    This defines an area that starts in the top left corner of the display, that is 300 pixesl wide, and 100 pixels high.
