You can set a background image, but you can't currently put videos over it. So, you could put image zones, text, widgets, but not videos.
There is one feature that might help. It has a glitch that's being worked out. You can make an image fullscreen that covers the video zone. that image can be a png file with transparent regions. The video would only show through the transparent regions.

I know this is an old topic but I figured I'd add an updated answer.
I almost always use a background image on my projects. But I don't use the Background zone, I use the Images zone and fill the whole area. Then I add all other zones on top of that, even video zones can be added. It makes it much easier to get a well designed presentation.
There are two things to be aware of.
1. You will need to use the drop-down box in BrightAuthor to select which zone to work on, because once you click the background it will cover all other zones and they won't be directly accessible.
2. When the image you use as a background updates all other zones will flicker. I wish you could just put it to 0 and that would make it not update but that doesn't seem to work, so put the Time on Screen to a very high number and the transition to none for the image you are using as a background.

It's been a while since I looked at this, but if you make your background zone an interactive zone, then you don't have to set a timeout for the image, and you shouldn't see any flicker.
