BSN.Cloud Limit Content Downlads

There is a setting under player Properties > Device Configuration called Limit Content Downloads. 
I've done some testing but it doesn't seem to respond as intended.
I set the range to the when I wanted the content to download as well as when I wanted it not to download. In both cases, the content did not start at the intended time. (I checked the timezone and current time in the player.)
Can I confirm that the start and stop time should be the times we want the player to not download content?
Can I also confirm these times should be in reference to the local timezone as set in the player.
