HD220 and time code events

I recently setup a HD220 and programmed in a few time code events to send out UDP commands. The first time code event send out via a UDP command is at 14 seconds with additional time code events later during the playback of the video file. All of these events are happening correctly. The strange thing that is happening (and I can't figure out) is when I initially send the UDP command to the HD220 to play the file with the time code events, I intermittently see the 1st or the second time code UDP send command being sent out of the brightsign player. Do you have any idea why this is happening?

The uniti was programmed with BrightAuthor 3.8.0.40

Firmware version 4.8.114

To clarify, the HD220 unit sends out UDP commands in wrong order, ie it should send UDP1, then UDP2.. but it sends UDP2, then UDP1? Is this the problem you're having?

    No.

I am able to monitor the UDP commands/ethernet traffic being sent out and all of the UDP commands are indeed being sent out in the correct order.

Just when the video file starts playing I am sometimes getting UDP command strings being sent even though my 1st UDP command string out is not programmed until 14000 milliseconds into the video file.

What program do you use to monitor UDP commands?

Below are the results from Hercules (http://www.hw-group.com/products/hercules/index_en.html).
