Displaying HTML Site under Transparent PNG

I have a project with two zones. One zone contains the main show we play as well as a frame under which we can play live video in another zone. On that other zone I would also like to be able to view an html site within the frame. As it stands now the website displays above the frame, even while the live video displays within the frame. How can I get it so the html layer displays below the frame?

    Could you share pictures, as well as the BrightAuthor file?

    Here's a picture and the BrightAuthor file. The "flagrant system error" is the HTML content and should be displayed behind the brown frame. As it stands now the video on that zone is shown within the frame, but HTML content is not.

    I would try and place transparent PNGs in their own zone of type images, and set "Graphics plane z position relative to video planes" to Front. That way, the other two video zones, would always play behind the PNG.

    Also, seems like you could make use of BA states like Image Play File, and Audio Play File, to add manageability to your project.

    Not sure if this program is ever going to change, but if it does down the road, it would make it easier to add/remove an image or audio file.
