Must be Unique

I am on the very first step on setup up my BSN. I click on + Add Administrator, add my first name and last name, then my email address. I hit the green checkmark and it says "must be unique" I tried the same thing with my colleague's name and email address, same results. I tried to add 3 different people in the user section, same result. No matter what email I put in there, the same result. Please Advise

    please post a screenshot of the error you see if you're still having this problem.
